Then prison officials talk as if Rachel had been murdered in prison (hence the It doesn’t matter statement) because if she were still alive, they would have either wondered about sending the letters to her if she were not convicted or submitting the letters to the authorities if she were still in prison. They considered neither option. And if she was murdered in prison, then the young daughter would have to face that horror (and the tabloids would have had a field day of it so it would have been unavoidable): killing two people close to her would have been too much to live through. Ruth had messed up the ending extremely badly, regardless of what she claimed she meant.
